Revised Guidelines on the Implementation of Expanded Government Assistance to Students and Teachers in Private Education (E-GASTPE)


The Department of Education (DepEd) issued DepEd Order No. 011, s. 2026 to update the implementation of the Expanded Government Assistance to Students and Teachers in Private Education (E-GASTPE) Program. The policy aims to strengthen government support for learners who choose to study in private schools, particularly those entering Senior High School (SHS), while ensuring that financial assistance is distributed fairly, efficiently, and transparently. The revised guidelines also align the program with current educational reforms and priorities.


The order provides detailed rules on the administration of educational assistance programs, including the SHS Voucher Program. It outlines eligibility requirements, application procedures, and the responsibilities of participating private schools. The guidelines ensure that qualified learners, especially those from disadvantaged backgrounds, have access to financial support that can help reduce the cost of private education and expand their educational opportunities.


A key feature of the revised guidelines is the establishment of clearer criteria for selecting beneficiaries and prioritizing applicants. Assistance is no longer automatically granted solely based on school background; instead, applicants must meet specific qualifications and undergo the prescribed evaluation process. This approach seeks to ensure that government resources are directed to learners who need them most while maintaining accountability in the allocation of funds.


The policy also defines the roles and responsibilities of schools, regional offices, and other implementing units in managing the program. Participating private schools are required to comply with reporting, monitoring, and documentation requirements to ensure the proper use of government subsidies. The guidelines emphasize transparency, accuracy of records, and adherence to established standards to safeguard public funds and maintain the integrity of the program.
